GD ON "scam in government policies"

government makes a policy with the help of well educated and capable people and these policies can do wonder if implemented in a proper way. so basically the problem lies in implementation and one of the cause is lack of awareness and responsibility among people

shivee:policy represents the guidelines by which the officials function in order to get the desired outcome. But sometimes, there are certain problems with the policies' implementation. So is it the policies are not designed properly or is it the problem lies in it's implementation?

Gaurav: people should bw well awared about the policies

Chandni - The biggest thing which the govt policies are lacking is the unawareness among the masses about the existence of such policies

for example government launched nrega in order to curb or slow down the unemployment among rural or poor people to bring some social equality

Gaurav: it would then help them to take benefit from pilicies

Puja : Its not always in the design of the policy. How the policy is being implemented. If its reaching the right people or not, if the money is put to proper use or not, these should be made sure by the higher authorities framing those policies

shivee:it's not only about the awareness, it's also important that these policies are implemented transparently and also regulated.

Chandni - Under the NRHM a pregnant woman is meant to receive 1400 rs but when asked to them about whether they know why they got it , they simply say they dont know

Gaurav: the ADHAAR card is a good initiative by govt.

and provied the needy some economic help but do this policy is moving in right direction?

Sonal: i totally agree the lack of awareness about the policies. often people are ignorant of the privileges they are entitled to

Harshil : Indian Govt has formulated and rolled over various policies namely MNREGA , NRHM, total sanitation prgm for the welfre of poor ppl.. but the effect of these policies are no whre near the realization.

who is saving ??? sonal ????

I think awareness to the people for whom the policy is framed will help them realise if they are being cheated or they are being helped by it
:Puja

shivee:i beg to differ, there are gvt policies like the Mnrega ,about which even the masses are aware off, but the whole problem lies in it's implementation.

Chandni - gaurav as said by you adhaar is a good initiative , its still not reaching those ppl who dont have an address proof or who dont have an introducer

Gaurav: ADHAAR, it will help govt. to target the people who will actually get benefits
Gaurav: There are some loop holes which need to be pluged in this scheme

Chandni -But still nomads are not getting their UID's

shivee: but just coming up with an idea and notimplementing it properly, has in the end, no desired result.

Saurabh: The basic thing tht lack in govt policies is they implement it inclusively but not exclusively... means they try to cover people who can come under it.. which basically enhances corruption to some extent

Puja : But the problem also lies in how the people will be targeted and how they should make sure that its working for them.

Chandni -People who dont have a permanent address proof cant get them

Harshil : the Good initiatives like ADHAAR are als got stuck in the lurch due to the differnces among the ministeries on its use and progress of implimentation.

They also need to be aware of the fact that how they are going to avail those poilicies meant for them

many rural people are still not being benifited and the one is they dont have proper job done like the kind of work provided to them instead of money can be made more productive

:Puja

Gaurav: there has to be a consensus while bringin out schemes

Chandni - A recent case of meghalaya has proved how 3 women can easily bring changes in the dirty system of corruption

HArshil : preeti pls mention ur name.

shivee: agreed that the adhar project has a long way to go ,
but also looking at the brighter side, the "right to information" act initiated by the gvt is bringing just in the whole indian system

Chandni - They revolted against the cheating being done by certain members of MNREGA by taking funds out falsly from the accounts

Sonal: we can take the example of Land Acquisition Bill.that is what common man knows about. But actuallyit is Land Acquisition rehabilitation and resettlement Bill. Since people are not aware of it , nobody demands for the resettlement and hence the government does not give any heed to it

Puja : Consensus is very much necessary. But it is also necessary that the policy reaches the receiver in its full-fledged form.

Chandni - So awareness about ones own right is the only thing which cud plug in such loopholes in the policies. We need ppl who cud raise their voices against the wrong
Chandni - I agree with sonal , its about asking for your right

Sonal: so awareness plays a very important role in the smoolth implementation of the government policies

Chandni - Its about asking for what is yours , which cud really help in stopping these scams

Harshil : Among the recent policies of the governmnt the Consolidation Cash Tranfer whch the govt is planning to start of at the national level in the lieu of the PDS system can do wonders for the society.

preeti: talking about adhar the amount of money put in this process and the so far result which is some what failed to mantain the promises provieded by the developer shows that the planning was not good

shivee:lack of awareness, my friend, cannot be attributed to the failure of these policies. It's one of the factor but there are many others like corruption at various levels and no strict regulation.

gaurav: yes, more powerful and effective mechanism needs to be implemented
like RTI

Harshil : The difference has been noticed in the states of Tamil nadu and kerela whre it has been frst initiated.

Sonal: corruption is another factor but i think lack of awareness plays a more important role

preeti: this amount could have been directly put in eradicating poverty as the sum is in thousand corores which is too huge for developing nation like india

Chandni - The nrhm scam is worth 8500 crores rupees which means the taxes paid by the common man are only going in the pockets of some good for nothings

Gaurav: policies are pooerly implemented, IAS to the Babus earn their slice
Gaurav: this money secretly goes to the Swiss bank accounts

Harshil : @Preeti the Adhaar initiative is aimed at eradicating the corruption and the middle man involved in the various policies which the govt has planned. so that the benefits can dirctly rch to the targeted audience.

shivee: agreed that adhar has not been a complete success yet, but the process is still on. And if it completes successfully, then it will be a great win for a developing country like ours to have a common identity card for all it's citizens.

Chandni - But what we can talk about is what all we have seen with the help of media reports . There cud be many such scams going on internally and would have been covered up. Could we really trust the media now ?

gaurav: I agree with shivee
Gaurav @ chandni: not all the scams are highligted

Saurabh: @shivee Aadhaar from no where makes u a citizen of india.. its not a proof to be indian citizen..

Chandni - you know UID's could aslo be misused because for those ppl who dont have id proofs they need their local politicians to just write for them , we never know if only an indian is getting it , some anti elements could also

shivee: transpareny of the media is another question, but just relying on what is shown and what is not shown by the media, but becoz of that,we cannot stop making new policies for our country

Sonal: another reason for the failure of adhaar is the the ever- increasing population of India.

Chandni - gaurav tat is what i m saying , so we cum to know only those things which we get to read in newspprs or on tvs. so shud we really rely now on media ? I doubt

shivee: and my dear friend, aadhar is to made for every INDIAN to be precise and that it entitles you to be an INDIAN.

gaurav: It all depends on effective mechanism

Sonal: had the growth of population wouk be in control, adhaar would have been more or less successful

government policies like mnrega, indira awas yojna, pradhanmantri gram sadak yojna are really like blessing for rural india and the impact it should have is not yet reached. in order to make look after it the government has restarted the gram panchayat elections so that the matter can be loooked at basic level which is really to be appriciated but the thing is more mass awareness is still needed so that people can select right person to bring in right development

Chandni - Shivee its still not confirmed that it will be treated as a proof of citizenship

shivee:that's what i said, if the project becomes successful then...

Gaurav: We have elaborated much on ADHAAR

Saurabh: @shivee if u look at the features of UID .. it clearly states its not a proof of INDIAN citizenship

Gaurav: lets talk about how we could make these policies effective

Chandni - the project is on and it is nowhere mentioned that they will be treated as a proof of our citizenship
Chandni - that is what is being feared if certain bangladeshis cud try to get them

Saurabh: talking about food security people.. it tries to cover BPL this is gonna precipitate corruption in the system.. people bribe to avail this policy..

Sonal : i agree with gaurav. i think we need to discuss other government policies too

harshil : friends i think there are various other policies othr den UID that need our attention like, MNREGA, NHRM..
Harshil : thse have ben formulated but the ground results are entirely different due to improper implementation and the bureaucracy involved in them.

gaurav: The main point is the greed in all of us

shivee: absolutely, there are other initiaves also apart from the adhar project like the RTI whcih provides us with the golden opportunity to get the desired information.

Gaurav: Officers first look how much money they can make before moving forward
with polici implem.

Harshil : The recent NHRM scam which unearthed at UP is an exp of the pure greed of the top brass to eat up the money meant for the poor and filling up there accounts..

preeti: i agree to you @harshil but who is the targetted audience?? its for the needy one so that the facilities provided to them should reach to correct people but this way of help is costing much more the country need to spend on and yet the ambiguity of the process cannot be neglected

Chandni - moreover the mysterious murders involved in them is a sheer play of dirty politics

Saurabh: I agree with Harshil... medicines worth crores got expired in gowodns but never reached the needy

Sonal: NRHM scam in up has totally taken away the faith in government among people

gaurav: Unless we have a honest desire to help common man even if govt. launches thosands policies none will be effective

Sonal: its a matter of national shame as well. the World bank has refused to loan health sector $800 crore to India after the scam.

Chandni - ppl dint know in their villages that they cud get a free eye operation and they were charged
Chandni -the medicines were not wasted , they were sold in the market and more money was made from them
Chandni - gaurav Honesty in india seems as a distant dream now

gaurav: this is loosing confidence in govt. and its big shame

preeti: the effectiveness and awareness among people of some villages of mp , maharastra and punjab can be seen as example
of their growth

if this countinues , then the government of india will be short of funds and then no policies would be made let alone being implemented

gaurav: ANNA hazare attempt to curb corruption seems to go in vain

GD was till 10:15

Chandni - ppl have already lost their confidence in them

Sonal: i think its time to summarize the discussion

Harshil: The problem lies no only wd the politicians but the responsible people like doctors and engineer who are given the task of implementing the various camps and built dams etc..

Gaurav: Govt. itself is not bringing effective lokpal

the gd went withput conclusion

Chandni - harshil they are govt employees after all

Gaurav: LETS CONCLUDE

Harshil : there have been numerous cases in which the many ppl lost there eye due to the negligence of the dcotors.
wrong medication
these all lead to the failure of the policies and plan of the govt.

shivee:
a country with such a large population, is still being run though improvements are required, it's only because of the policies that have been designed and implemented well
.it's not the time to lose confidence in our country, rather it's the time to join hands to take forward all such initiatives(like that of anna hazzare) get going.

preeti : plz give feedback on the gd

Gaurav: Unless and until we have an effective implementation plan and method to curb corruption, none of policies will be effective

Harshil : I think the Group agreed on the grm situation of the India in the Corruption Index and the Non- implementation of the policies. although various successful policies like RTI, ahaar wre discussed , various points on the non-implementation of the policies like MNREGA and NHRM wre also discussed. the reason behind which was the greed of the top political brass and unaware people.

Sonal: the majority of the policies in India are not successful because of the lack in awareness among the people. Corruption is another major factor affecting the effectiveness of policies. Its high time for the government to pull up their socks and actually think about the welfare of the common man, otherwise the country will be doomed

10:16pm
Chandni - To summarise i will say everybody agreed on the point that awareness among the masses regarding the various govt policies is the need of the hour. Contradictions were faced regarding the UID being an effective way to plug in the loopholes. RTI was another option suggested which has shown advancement. Also effective implementation was the most desired need.A lack of faith in the govt was considered as an end result after seeing so many scandals in the policies

Gaurav: in this way crores of money will go from pockets of common man to pockest of polititions
