For these kind of senenses where Adverb is misplaced. you can see which where should adverb came and which the word Surely is modifying to.... As surely here modifies the verb so it should be placed near the verb. so first sentence is correct. in 2nd it represent to modify must which is wrong... Mostly adverb modify verbs.
